Why the bowl gets that way

Irregular cleaning or a wimpy flush lets minerals and urine salts build up. That buildup hardens into scale and urine stone, especially under the rim, and turns into a cozy little habitat for microbes. A quick rinse or a casual swish leaves that hardened layer untouched.

The stuff that actually works

Chlorine-based cleaners — plain household bleach, a chlorine gel, the usual suspects (think products like "Belizna") — do their best work when they sit on a dry surface for hours. Water dilutes them and blunts the effect, so dry contact matters.
