What happened and when it comes back
The chapter that was supposed to land in Weekly Shonen Jump Issue 45 (on sale Monday, October 6) didn't make it. Instead, the next chapter is now slated for Issue 46, which goes on sale Tuesday, October 14. The official One Piece accounts say the pause is due to Eiichiro Oda's poor health. The good news: he's recovering.
"Issue 45 will not feature a new chapter of One Piece due to the author's poor health... The author is recuperating well."
One inside-baseball wrinkle: because of how print deadlines work, One Piece still shows up in the contents page and the reader survey postcard for Issue 45. That's a printing process thing, not a secret chapter. They apologized for the mix-up and confirmed the series resumes in Issue 46.
